GODDESS OF DEMOCRACY    This is the original bw photo.

This is the first variation, done by pushing pixels at the top from left to right, then dumping a paint can of color to get the blue.  Finally, the edges of the blue area were smoothed.  I wanted an effect of a sort of "cloud" of Democratic Reform flowing from the Goddess of Democracy's torch.

Then I adjusted RGB values and a couple other things like adjust highlight/midtone/shadow, and gamma correction, to get this result.   I hope You like it.
